​I want to apply for a passport for my one year old baby. Would Police Verification be done in his/her case also?


Ans : Generally, no PV is required in case of minor children up to the age of 18 years (validity of passport limited to 5 years) whose either or both parents hold a valid passport and the name of either parent is mentioned in his/her spouse′s passport along with the consent of both parents is available in the form of Annexure-D. Children between 15-18 years have an option to apply for 10 years validity passport on pre-PV basis. However, final decision on PV mode rests with Passport Office.



Is it true that passport applications for minors under 18 require consent of either both parents or legal guardian?

Ans: Ideally, both the parents should sign Annexure ‘D’ in fresh or reissue cases (to safeguard the interest of minor applicants). Both parents shall be present at the PSK while applying for passport for their minor children or one parent with passports of both the parents may be present (PSK in-charge may call for other parent, if not satisfied with the signature on Annexure-D). However, when consent of either parent is not possible, the parent who is submitting the application may provide declaration in form of Annexure-C with applicable reason must submit a declaration in the form in Annexure-‘C’ stating the reasons. What is the mode for dispatch of passport?

Ans: The passport is dispatched by India Post through Speed Post to the present address of the applicant as filled in the passport application form.



I am a Retired Government official. Can I be issued a passport without Police Verification?

Ans: You cannot obtain a passport without police verification. But, if you apply under the Tatkaal scheme with required documents, passport can be issued on Post police verification basis (i.e. police verification would be done after the issuance of passport).



Can I reschedule the date of appointment once the payment is done through online?

Ans: Once an appointment at Passport Seva Kendra is confirmed, it can be rescheduled only two times within a year of the first appointment date. For Tatkaal appointments with effective from 01st April, 2023 only one reschedule of appointment will be allowed within a year of the first appointment date. For Police Clearance Certificate (PCC), only single appointment will be allowed within a year of the first appointment date.

What is the fastest way to replace a lost passport?

Ans : If you have lost your passport, you can apply for duplicate passport. There can be two application mode for duplicate passport application based on the scenario that validity of passport is still left or is expired.

  • If validity of passport is still left - Duplicate passport can be applied under normal category only. It takes approx. 30 days time in getting passport under normal category.


  • If validity of passport expired - Duplicate passport can be applied under tatkal as well as normal category , depending on the need or urgency. It takes approx. 3 days time in getting passport under tatkal category. In normal category , it will take 30 days time.



I applied for passport 2 years back but passport could not be issued due to issue in the police verification. Now I want to re- apply for passport. What would be the procedure?

Ans : Before re- applying for passport, you need to close previous passport application and will have to get NOC from concerned passport office.

Once NOC received you can re-apply for passport.

Who are eligible for ECNR passport ?



Following are the people eligible to apply for passport under ECNR category :

  • All holders of Diplomatic/official Passports
  • All GAZETTED Government servants, their spouses and dependent children.
  • All persons having educational qualifications of matriculation and above
  • All persons above the age of 50 years
  • Income-Tax payers (including Agricultural Income-Tax payees) in their individual capacity, their spouses and dependent children below the age 18 years
  • Persons possessing two years diploma from any institute recognized by the National Council for Vocational Training (NCVT) or State Council of Vocational Training (SCVT), or persons holding three years diploma/equivalent degree from institutions, such as Polytechnics recognized by the Central/State Governments of India
  • Nurses possessing qualifications recognized under the Indian Nursing Council Act. 1947
  • All professional Degree holders , their spouses and dependent children. Examples of professional degree holders are Doctors holding MBBS degree or equivalent degree in AYURVED or HOMEOPATHY, accredited Journalists, Engineers, Chartered Accountants, Cost Accountants, Lecturers, Teachers, Scientists, Advocates, etc
  • All persons who have been staying abroad for more than three years (the period of three years could be either in one stretch or broken) and their spouses
  • Seamen who are in possession of Continuous Discharge Certificate (CDC), or Sea Cadets and Deck Cadets
  • Persons holding Permanent Immigration Visa, such as the visas of UK, USA and Australia.


Note: If the applicant does not have Non-ECR status then All such ECR passport holders need to obtain Emigration Clearance Certificate from the Protector-General of Emigrants, Ministry of Overseas India Affairs.
